This driver overtook me whilst touching their phone, mounted on the dashboard on the right of their steering wheel. It was playing what appeared to be a YouTube video. Probably just using as a way to play songs, I've seen it quite a lot. However, as part of the Road Vehicles Construction and Use section 109 ( as a driver you are not allowed to be in view of moving images (video) whilst you are driving.
This driver received a £200 fine and 6 points on their license.
