What I want to say is extremely important. Going inside these types of places can be quite uncomfortable for everyone involved in the interactions. The best way to approach the private citizens is to not point the camera at them intentionally, pan away if necessary, give them a quick explanation about government accountability and offer them a card or opportunity to follow up on what is happening. When the public officials come asking questions, do your thing!
