Modi went on to say that the issue of ever-rising population is a matter of concern and said, “A small section of society, which keeps their families small, deserves respect. What they are doing is an act of patriotism.”
The issue of family planning has remained a politically contentious subject in India for decades with PM Modi’s predecessors refraining from raising the issue publicly. Population control measures were implemented in India during 1975 emergency but were stopped after several deaths occurred due to ‘coercive’ sterilization methods.
India is the word’s second most populous country with over 1.3 billion people, accounting for 18% of global population. The country is set to overtake China, which is currently the world's most populous country, by 2027 as per UN estimates. However, recently released govt. data shows that population growth rates in India are slowing down with total fertility rate (TFR) coming down from 2.6 in 2001 to 2.2 in 2011.
