How to Barter, New System in Great Ocean Patch

Barter looks like trading but we doing this for get material for new ship or to get "Sea Coin".
Sea Coin is new currency for exchange at crown nest (new Island)
if doing barter to get material.
We need Barter item level 2-5. some time at barter menu who reset each 4 hour give us chance to barter some level item for material
