First permit:
When you travel from Manali to Ladakh you need a permit to cross the Rohtang Pass. It's called the Beyond Rohtang Pass permit. You can apply for it from the below link.

It costs around Rs. 50, because its only for the Congestion Fee. Do keep in mind that Rohtang Pass is closed on Tuesdays for maintenance.
Do you need this Rohtang Permit when travelling from Leh to Manali? NO, you don't need it if you come from Leh to Manali. This is the first route that I talk about in the Ladakh Itenary video:
Second Permit:
This is the permit you need to visit the places in Ladakh. It's called the Ladakh Inner Line Permit. It can cost around Rs. 480 per person and depends on the number of days you are going to spend in visiting these places. You need to get this permit from the TIC office in Leh, near the Leh Market, opposite to J&K Bank.
