He excavated a hole in the publicly owned pavement, a part of the National Highways. Without any permissions. An 18 inch deep x 24 Sq Ft excavation with uneven steps that lead from the road to his subterrain door. And left an 18 inch step back up to the pavement leading to the next 9 Tenants own entrances. Effectively cutting them off from pavement access to the road. Then he put barriers to prevent ANY access by the public.. to the surrounding area.
Repeated requests, over 2 years, to the local Council responsible for Maintaining the Local By-laws and National Legislation pertaining to Right of Way, Licensing Law, Health and Safety. Flytipping and unlicensed storage of goods on The Public Highway and safe, usable, maintenance of the Highways surfaces, have failed to elicit any action. I have a reply from the Council which simply states. "Problem Solved" ? But nothing changed. The hole is still there. The Barriers are still there. And more things get added as time goes by. His Unlicensed club in a b8 premises is expanding more and more into public property.
